The Architectural Commission will consider an appeal of staff’s decision to approve a request by Sang Lee, property owner, to construct an 892-square-foot structure supported by stepped retaining walls in the sloping rear yard of the property located at 2751 Via Sinaloa. Notice of a Virtual Public Hearing Regarding the City of Claremont's Proposed Community Development Block Grant Program Budget for FY 2019-20 (Revised), FY 2020-21, and CDBG-CV Assistance Programs

Notice of Architectural Commission Review - Sign Program Amendment for Chase Bank 

The Architectural Commission reviewed a proposal for an amendment to Chase Bank’s existing sign program in order to permit a freestanding secondary identification sign that would replace the existing small freestanding directional sign located at the northwest corner of 4th Street and Yale Avenue. City Council Review - Proposed Code Amendment on Accessory Dwelling Units (ADUs) 

The City Council reviewed a draft ordinance pertaining to Accessory Dwelling Units (ADUs) (#20-CA01). While the City Council approved an amendment to the CMC regarding ADUs in October 2019, recent changes to State law require that the CMC be further amended in order to comply with new requirements that went into effect on January 1, 2020.The meeting was held on Tuesday, February 11, 2020 at 6:30 pm in the Council Chamber, 225 W. Notice of Preparation - Claremont Commons Initial Study

The City of Claremont (City) will be the Lead Agency pursuant to the California Environmental Quality Act (CEQA) and will prepare an Environmental Impact Report (EIR) addressing The Commons project with consists of a Specific Plan, development plans, a tentative tract map, and amendments to the General Plan and Zoning Maps. This Notice of Preparation (NOP) has been prepared and distributed by the City to solicit written comments from responsible and trustee agencies, from the state agencies, and interested organizations and individuals. The City is requesting input regarding the scope and content of the environmental information to be addressed in the Draft EIR.

PROJECT LOCATION: The Commons Specific Plan is proposed on approximately 9.5 acres located at the northwest corner of Foothill Boulevard and Monte Vista Avenue in the City of Claremont and the City of Upland. The City of Claremont is located in Los Angeles County and the City of Upland is located in San Bernardino County. The City of Claremont portion of the project site is 6.5 acres of the 9.5 acres. The City of Upland portion of the project site is 3.0 of the 9.5 acres.

PROJECT DESCRIPTION: The Commons Specific Plan would establish land use regulations, development standards, and design guidelines for development within the Specific Plan planning area. The intent is to provide specificity with regard to permitted uses and expectations for the design and construction of new buildings and parking facilities, development and use of open spaces, internal roadway and other circulation improvements, lighting, and landscaping. Future development within The Commons Specific Plan would provide a high quality planned development that provides a diverse mix of housing opportunities with a small area of retail.

The Commons Specific Plan would include a total of 62 dwelling units (27 single‐family detached homes, 20 townhomes with 15 flats above the retail spaces) and 5,000 square feet of retail and associated parking in Claremont and 48 townhomes in the Upland portion of the project. The development will have a wide easement, which will be used as active and passive open space for the project. There are three types of plans that will be built on site: single‐family detached units, 2, 3, and 4 bedroom townhomes, and single‐story flats. The household expected size is between 2 and 5 occupants.

Notice of Public Hearing - Mt. San Antonio Gardens Proposed Tentative Parcel Map 

The Planning Commission of the City of Claremont held a public hearing on Mt. San Antonio Gardens’ (MSAG) proposed Tentative Parcel Map No. 71327 combining Lots 8, 9, 10 and 11 of Tract 21092 and portions of a vacated pedestrian walkway adjacent to Lots 9, 11, 12 and 13 of the same tract located at 467 and 475 Taylor Drive and 870 and 858 Harrison Avenue (File #TPM71327). Pursuant to Municipal Code Section 17.010.010, a tentative parcel map is required for a subdivision creating four or fewer parcels.  The hearing was held on Tuesday, December 3, 2019, at 7pm in the City Council Chamber, 225 W. Notice of Public Hearing - Variance for Fence/Block Wall at 529 West Base Line Road

Property owner Craig Dickens requested approval of a variance to allow a 5.95-foot-high (5 feet 11.4 inches) fence/block wall assembly to be located along the property line at 529 West Base Line Road. The applicant constructed the 3-foot-high fence over the existing 80-foot-long block wall in February 2019.   The fence was constructed using 3-foot-high, 1 inch X 6 inches dog-eared cedar planks arranged in an alternating pattern attached to redwood frames anchored to the existing wall.  

The request is in response to a code enforcement complaint as the fence was constructed without a building permit and in violation of the 3-foot maximum height allowed in the required 30-foot-wide front yard setback under Municipal Code Section 16.133.020.B.2.  The applicant believes that the added fence will help provide privacy and some level of security along Base Line Road, which other residents in the neighborhood currently enjoy.
